'UCC Practitioner's Edition' 3rd edition

At the moment the EU customs practitioner has to work with four intertwined legal bases. The UCC, UCC DA, UCC IA and UCC TDA comprise over 950 articles to be read as one text.

The 'UCC Practitioner's Edition with integrated DA, TDA and IA', 3ʳᵈ edition, published by Mendel Verlag GmbH & Co. KG, in May 2021, provides an integrated version of the four legal bases with the relevant articles of the UCC DA, IA and TDA assigned to those of the UCC.

The authors took it as priority to put a tool into the users' hands which not only satisfies their high demands on quality but also allows them to find and use the provisions of the UCC and the associated provisions.

We will talk about the book 'Current Customs Law' (released in Portuguese) where Roberto is a co-author. His part is 'The impact of the operative part of the product on the tax classification of a commodity in customs taxation'.

Mr. Leite has been working with Customs and Compliance since 2006, for Importers, Exporters, Carriers and Customs Brokers and has trained teams of companies on how to implement and update Compliance Programs.

With LLB and LLM, he is a Member of the Maritime, Port and Customs Law Commission of the Brazilian Bar Association and a member of the Technical Committee 309 'Governance of Organizations' of the International Organization for Standardization, which is responsible for contributing in the field of Governance and Compliance, developing of standards like ISO 37000, 37001, 37003, 37005, 37007, 37008, 37009 and 37301.

We will talk about the book 'Contemporary Customs Law' (released in 2022 - Portuguese) where Mr. Leite is a co-author. His part of it is 'Compliance in Foreign Trade'.

'The Customs Valuation Agreement: Origin, Standards and Interpretations'

Mark Neville is Principal of International Trade Counsellors. He has considerable experience in the field of international trade and customs affairs and international commercial transactions. He has successfully advised numerous United States and foreign-based companies on strategic matters of planning, compliance and enhanced efficiencies.

We will talk about the book 'The Customs Valuation Agreement: Origin, Standards and Interpretations'. It is scheduled for publication in the first Quarter of 2023 by Wolters Kluwer.

The book concentrates on the diverging views on the nature of the central feature of the Agreement, the definition of the price actually paid or payable (PAPP). It provides the most extensive study available of the origins and architecture of the Valuation Agreement and its intersection with transfer pricing norms.

Mark assesses interpretations of the Valuation Agreement as presented in the instruments of the World Customs Organization and in the administrative and judicial fora of the United States, Canada, and the European Union.

Discussion on the topic 'Excellence in customs and trade compliance – is this (still) possible?'
Tomorrow customs declaration will be more complex, more data will be required. Data quality is becoming the key issue. High data quality = excellence in compliance. However, reading the court cases, such as 'LED bulb' classification, where importer, customs and national courts came up with different HS codes for a LED bulb and the European Court of Justice (case No. C-600/15) was asked to clarify who is right (and this is only one example of a relative simple product!), one might wonder what excellence in customs and trade compliance means today and how to ensure it in an increasingly complex legal, trade and technological environment.
